Inter Municipal Cooperation in the area of inspections oversight
UNDP as an active factor in the Inter municipal Cooperation (IMC) carried out more than a few projects in 36 municipalities throughout the country in the areas of: urbanism, local taxes and fees, inspections and local development. In partnership with the Ministry for Local Self-Government UNDP carries out the national Programme for “Inter Municipal Cooperation for better service provision and EU accession” which works on creating conditions for wider application of the IMC as an instrument for improved quality delivery of the public services at local level.
In the course of widening the inter municipal cooperation in the area of inspections oversight on the basis of current conditions and the needs of the local self-government units, the UNDP IMC Programme team organized a thematic workshop for IMC in the area of inspections oversight which took place on July 6, 2010 in Hotel Romantique in Veles.
The aim of the workshop was together through discussions to identify the priority needs in the inspections oversight, as well as to reach the possible solutions to satisfy those needs through inter municipal cooperation. Mayors and civil servants from the municipalities from the Vardar Planning Region were invited on the workshop together with the representatives from the State Administrative inspectorate and the Ministry of Local Self-Government. |

Environment protection through Inter Municipal Cooperation
In partnership with the Ministry of Local Self Government, UNDP carries out the national “Programme for better service provision and EU accession” which works on further creation of conditions for broader utilization of the inter municipal cooperation as an instrument for better quality of the public services’ provision at local level.
The UNDP Programme aspires the inter municipal cooperation to become useful instrument in the area of environmental protection as well, respecting the ongoing conditions and needs of the local self government units. With aim to ensure better development of projects for IMC, UNDP organized a workshop for inter municipal cooperation in the area of environmental protection that took place on June 2, 2010 in Hotel Continental in Skopje.
The objective of the workshop was together and though joint discussions to identify the priority needs in the environment protection and also to reach the possible solutions through the inter municipal cooperation. Mayors and Civil Servants from the eight planning regions were invited and took part on this workshop, as well as representatives from the Ministry of Environment Protection and Physical Planning and the Ministry of Local Self Government. |

Training for the Civil Servants
The New Methods for Estimating the Market Value of Real Estate
Having in mind the recent changes and supplementations in the methodology for determining the market value of a real estate and appurtenances, as well as their coming into effect (published in the Official Gazette No.40/10.), and having in mind that these changes and supplementations are of bigger scope and can significantly influence the quality of the registration of the tax payers, or registering the same, UNDP have organized a one-day-training where the new solutions from the methodology were presented. The changes and the supplementations were presented by the authors of the methodology. The training itself was intended for the 11 municipalities which received grants within the frames of the Inter-municipal Cooperation Grant Scheme”Technical Assistance for Replication”. |
