Four Workshops for Mayors and Presidents of Councils and Training for Civil Servants on "Fundamentals of Inter-municipal Cooperation and Grants to Support Inter-municipal Cooperation” Implemented

In the period from 10 to 12 September, 2009, workshops and training on inter-municipal cooperation for the municipalities of the Polog and South-West Planning Regions were held in Mavrovo, and for the municipalities of Skopje and the North-Eastern Regions in Skopje

Also, workshops and training were held in Bitola for the municipalities of Pelagonia and Vardar Planning Regions, and in Strumica for the municipalities of the Sout-Eastern and Eastern Planning Regions from 16 – 18 September, 2009


31 mayors, 37 presidents of the Councils and 111 civil servants from 69 municipalities in Macedonia actively participated in the events.

This four-days Training of Trainers (ToT) is part of the UNDP Programme “Inter-municipal Cooperation for Better Service Provision and EU Accession” which objective is to contribute to the development of IMC in the country in support of the achievement of one of the main objectives of decentralization i.e. the efficient provision of affordable and quality public services to citizens and to ensure the institutional and professional capacities needed

Considering that the IMC Programme has strong training component containing broad spectrum of specific and generic training topics, its implementation is directly depended on pool of knowledgeable and experienced trainers.

Therefore, 16 local practitioners with expertise in various local government functions experienced in IMC has been trained.

The training of trainers took place in Ohrid from July 8 to July 11, 2009

UNDP Bratislava Regional Centre (UNDP BRC, the Council of Europe (CoE) and the Local Government and Public Service Reform Initiative (LGPSRI) jointly, with the support of the UNDP Macedonia Country Office, organized an Inter-Municipal Cooperation (IMC) Training and Quality Assurance Workshop for Trainers. The workshop was held in Skopje on 17-19 June 2009 at Hotel Holiday Inn.

This workshop was a follow up to two workshops on IMC that were jointly implemented by the three organizations in Peccioli (Italy) in June 2008 and in Bratislava (Slovakia) in October 2009. The participants in these workshops agreed that awareness and capacities about IMC in their countries must be raised.
