Workshop for developing unified templates for establishing Inter Municipal Cooperation

The municipalities that implement projects for Inter Municipal Cooperation with support from UNDP grants were faced with the challenge to formally establish inter municipal cooperation according to the procedures stipulated by the Law for Inter Municipal Cooperation which was adopted in June 2009. In order to ensure easier approach for formal establishment of Inter Municipal Cooperation, as well as to prepare the necessary documents according to this Law, a need for developing unified templates with previously defined form and content emerged. For that aim, UNDP together with the Ministry of Local Self Government carried out a “Workshop for developing unified templates for establishing Inter Municipal Cooperation” with participation from 14 experts from the Local and Central Government, as well as practitioners of Inter Municipal Cooperation.  The workshop took place in Hotel “Srna” in Mavrovo, Republic of Macedonia on December 28 – 29, 2009.

The set of templates that emerged from this workshop represent a basis for developing a curriculum for training targeting primarily the municipalities involved in the implementation of the grants for Inter Municipal Cooperation, and for the coming period for all the municipalities in Republic of Macedonia that have the need for establishing Inter Municipal Cooperation.

Grants for the implementation of inter-municipal cooperation projects

 

Within the framework of the Programme “Inter-municipal Cooperation for Better Service Provision and EU Accession” implemented by UNDP in cooperation with the Ministry of Local Self-Government, Ms. Anne-Marie Ali, UNDP Resident Representative a.i. and Mr. Musa Xhaferri, Minister of Local Self-Government, with the presence of ZELS, awarded grants for the implementation of inter-municipal cooperation projects, provided by the Norwegian Government.

During the event, which was held on 26 of November 2009 in the administrative building of the Skopje Fair, a total of eleven grants were awarded for inter-municipal cooperation, which include 24 municipalities and amount in total of 200.000 euros.

Five inter-municipal cooperation projects are in the area of urban planning and four in the area of local economic development. This proves the fact that through strategic approach, local governments are striving towards providing long-term development within their territories, as well as opportunities for sustaining current businesses and attracting new investments through better and improved infrastructure. Two of the projects which focus on tax collection and the project on inspection services will help to assist the municipalities towards better organization of the competencies and increase in local revenues.

Part of the selected projects for inter-municipal cooperation, are between municipalities with different ethnic structure of the population and municipal administration. This will most certainly contribute towards strengthening the multi-ethnic dialogue, through provision of services and joint local economic planning.

Under the Inter-municipal Cooperation Grant Scheme Call for Proposal, a total of 22 projects were submitted with 48 municipalities participating as partners.

Training "Basic Inter-municipal Cooperation”

resize1In order to provide encouragement and support of projects for inter-municipal cooperation in planning regions in the Republic of Macedonia, UNDP within its programme “Inter-municipal cooperation for better service delivery and EU accession” carried out training on "Basic Inter-municipal Cooperation”, held in Hotel Karpos, Skopje, on November 5.

A total of 14 heads and administrators of the planning regions development centres and employees of the Ministry of Local Government participated on the training.

The meeting focused on the concept of inter-municipal cooperation in general, as well as international and domestic exper
ience.
