Working Meeting (second meeting) of the Commission for Stimulation and Monitoring of Inter Municipal Cooperation

The Commission for Stimulation and Monitoring of Inter Municipal Cooperation was formed with the decision from the Government of the Republic of Macedonia according to the Law for Inter Municipal Cooperation on February 2 2010. The Commission monitors the established forms of Inter Municipal Cooperation, reviews and give opinion on the annual report on the implementation of inter-municipal cooperation, initiates amendments to the legislation pertaining to Inter Municipal Cooperation, gives opinion on the proposals of the acts from Article 32(2) and 32(4) of the Law on IMC, publishes examples of best practices of Inter Municipal cooperation and reviews other issues of importance to the Inter Municipal cooperation.

The first meeting of the Commission took place on March 5 2010, and UNDP through the Programme for Inter Municipal Cooperation will continuously support the work of the Commission and will ensure the building of its capacities.

In this direction on April 16 and 17 2010 the second working meeting of the Commission was held in Strumica. The working meeting consisted of two parts. The first part of the working meeting was focused on the basics of the Inter Municipal Cooperation during which the members of the Commission were acquainted with the Concept of IMC, the steps for establishing IMC, financial incentives for IMC and the experiences from the IMC in Republic of Macedonia, as well as the accomplished results of the UNDP IMC Programme.

The second part of the working meeting was a study visit to the IMC in the municipalities Bosilovo, Vasilevo and Novo Selo where the members of the Commission had an opportunity to become acquainted with the work of the three joint departments for administering local taxes and fees, urban planning and inspection services. During the visit the Mayors of the respective Municipalities addressed the members of the Commission.
