UNDP announes a Call for Proposals for launch of grants as a part of the Programme
Inter-municipal Cooperation for Better Service Provision and EU Accession

For the purposes of the Programme “Inter-municipal Cooperation for Better Service Provision and EU Accession”, the Office of the United Nations Development Programme is pleased to announce the launch of the Inter-municipal Cooperation  Grant Scheme ”Technical Assistance for Support of Innovations” (TASI).

The objective of the Programme is to contribute to the development of inter-municipal cooperation in support of the achievement of one of the main objectives of decentralization i.e. the efficient provision of affordable and quality public services to citizens and to ensure the institutional and professional capacities needed. Ultimately, the Programme seeks to establish an effective system for supporting inter-municipal cooperation, which could be adopted and expanded by the government through its own policies and resources.

To support the replication process of the existing practices, UNDP in cooperation with the Ministry of Local Self-Government in RM is launching an Inter-Municipal Cooperation “Technical Assistance for Support of Innovations Scheme” intending to assist mainly small and rural municipalities, but also other municipalities that are in need of specific types of development assistance.

The IMC “Technical Assistance for Support of Innovations” grant scheme will support municipalities in the establishment and operation of inter-municipal cooperation in the following areas:

-      Social and child protection

-      Environment and nature protection

The duration of a single project under this grant scheme will be 6 (six) months. The amount available for this call of the TASI is 5.000.000 MKD. Municipalities can apply for IMC projects for a grant of 500.000 to 750.000 MKD. One municipality can participate in only one project proposal. The amount will be transferred to the successful municipalities in two installments.

Municipalities interested in applying for the IMC “Technical Assistance for Support of Innovation scheme” are invited to obtain TASI Operational Guidelines for Applicants and an Application Form from UNDP IMC Programme Office:

Applications must be received in a sealed envelope by registered mail, private courier service or by hand-delivery (a signed and dated certificate of receipt will be given to the deliverer) to the attention of:

Applications must be received no later than 15 September 2010 at 1700hrs. Applications received after the deadline will not be eligible for consideration. Projects selected for funding will be notified by 30 September 2010.

Inter Municipal Cooperation in the area of inspections oversight

UNDP as an active factor in the Inter municipal Cooperation (IMC) carried out more than a few projects in 36 municipalities throughout the country in the areas of: urbanism, local taxes and fees, inspections and local development. In partnership with the Ministry for Local Self-Government UNDP carries out the national Programme for “Inter Municipal Cooperation for better service provision and EU accession” which works on creating conditions for wider application of the IMC as an instrument for improved quality delivery of the public services at local level.

In the course of widening the inter municipal cooperation in the area of inspections oversight on the basis of current conditions and the needs of the local self-government units, the UNDP IMC Programme team organized a thematic workshop for IMC in the area of inspections oversight which took place on July 6, 2010 in Hotel Romantique in Veles.

The aim of the workshop was together through discussions to identify the priority needs in the inspections oversight, as well as to reach the possible solutions to satisfy those needs through inter municipal cooperation. Mayors and civil servants from the municipalities from the Vardar Planning Region were invited on the workshop together with the representatives from the State Administrative inspectorate and the Ministry of Local Self-Government.
