Training on communication skills for the members of the commission to record the illegally built
objects

Within the frames of the projedt for Inter Municipal Cooperation “Keeping record of the illegally built objects in the municipalities of Stip and Karbinci” within the facilities of Stip municipality a three day training on communication skills has been conducted for the members of the commission to record the illegally built objects. Ten person attended the training, the Law on property and other rights as well as the estimation of the value of real estate according to the methodology for determining the market value of the real estate  being covered on the first day. The second day of the training was reserved for explaining the Law on construction land while the third day was intended for the Practical Experiences from the Field Action to Estimate the Property Tax (communicating with со applicants , identification of illegal constructions, reading of property-record-ownership documents, reading the decisions for registering in the на решенија за премер и упис во land registry etc.).

After the completion, the ten persons that attended the training received Contracts for Temporary Employment for the needs of the Project and started with the preparatory work for going out on the field.

Also the works for developing a software – Register for the Illegal Objects started, that could be used by other interested municipalities as well.

Inter Municipal Cooperation in the area of inspections oversight

UNDP as an active factor in the Inter municipal Cooperation (IMC) carried out more than a few projects in 36 municipalities throughout the country in the areas of: urbanism, local taxes and fees, inspections and local development. In partnership with the Ministry for Local Self-Government UNDP carries out the national Programme for “Inter Municipal Cooperation for better service provision and EU accession” which works on creating conditions for wider application of the IMC as an instrument for improved quality delivery of the public services at local level.

In the course of widening the inter municipal cooperation in the area of inspections oversight on the basis of current conditions and the needs of the local self-government units, the UNDP IMC Programme team organized a thematic workshop for IMC in the area of inspections oversight which took place on July 6, 2010 in Hotel Romantique in Veles.

The aim of the workshop was together through discussions to identify the priority needs in the inspections oversight, as well as to reach the possible solutions to satisfy those needs through inter municipal cooperation. Mayors and civil servants from the municipalities from the Vardar Planning Region were invited on the workshop together with the representatives from the State Administrative inspectorate and the Ministry of Local Self-Government.

logo-engАs a result of the decentralization reform, Municipalities have received increasing number of competencies from the central government, which generated immense volume of responsibilities and tasks for the Municipalities, however, setting the grounds for a number of public services to be locally delivered to citizens.

Under conditions of lack of sufficient financial, administrative and HR capacities, especially smaller Municipalities, face difficulties to autonomously implement the assigned tasks and efficiently deliver public services.

To overcome some of the existing deficiencies, the Municipalities can enter and do enter, into Inter-municipal cooperation arrangements/partnerships and thus facilitate their economies of scale and provide higher quality and more efficient services for the citizens.

Inter-municipal Cooperation (IMC) can be defined as an arrangement between two or more local authorities for accomplishing common goals, providing a service or tackling with a mutual problem.

The IMC is regulated with the newly adopted Law on Inter-municipal Cooperation.
